I'd like to have ssh do some "or" logic on public key or wrapped. If I have 
public key I'd like it to ignore if I'm from a wrapped machine or not and 
if I'm coming from a wrapped machine in the hosts.allow I'd like it to not 
require a public key.

My attempts have been less than stellar.

If Governments really want us to behave like civilized human beings, they
should give serious consideration towards setting a better example:
They rule by force, rather than consensus; there's unrestrained application of
unjust laws (which the victim-populations were never allowed input on in
the first place); the State policy is justice only for the rich and
elected; the intentional abuse and occasionally destruction of entire
populations merely to distract an already apathetic and numb electorate...

This type of demagoguery must surely be wiped out in the United States if we
and our children's children are to have any type of future.
