It isn't -- the problem (or a very similar one) also exists on Linux.
I can reproduce it on my Debian systems at home (OpenSSH 2.5.2p1), and
on the Red Hat systems here at work (also OpenSSH 2.5.2p1) but not on
the Debian 2.2 system here at work (OpenSSH 1.2.3 patched).
